Scope note: Se trata de consejos permanentes de naturaleza deliberativa. El consejo es un órgano colegiado, compuesto por representantes del gobierno, prestadores de servicios, profesionales de la salud y usuarios. Su trabajo consiste en el desarrollo de estrategias y el control de la ejecución de las políticas de salud en la instancia correspondiente, incluyendo los aspectos económicos y financieros. Las decisiones de los aspectos económicos y financieros son ratificadas por la persona legalmente autorizada en cada esfera gubernamental.
