Se trata de una orientación de actitud de hostilidad frente a los no nativos en una población dada que incluye actitudes, prejuicios y conducta que rechaza, excluye o vilipendiar a personas, atendiendo a la percepción de que son personas de fuera o extranjeros a la comunidad, sociedad o identidad nacional.
