Scope note: Principio normativo según el cual se reconoce al consumidor como aquel agente que mejor puede juzgar sobre la jerarquización de las elecciones económicas. Situación en la que el reparto de recursos sólo refleja las preferencias del consumidor y no las propuestas por terceros (por ejemplo, médicos, políticos, etc.). Aunque en el ámbito de la salud, existen varias opciones que son de la exclusiva responsabilidad del consumidor (por ejemplo, el contacto inicial con el médico en situación de enfermedad) difícilmente se podrá afirmar que en el mercado de atención de salud el consumidor es soberano.
