Scope note: Programa creado en 1984 merced a un acuerdo marco entre agencias firmado por 19 países de Latinoamérica, España y Portugal. Este programa se define como de cooperación científica y tecnológica multilateral internacional, con un ámbito Iberoamericano. Su principal objetivo es la contribución a un desarrollo armónico de la Región Latinoamericana a través del establecimiento de mecanismos para la cooperación entre grupos de investigación de universidades, centros de investigación y desarrollo, y compañías de innovación en los países latinoamericanos, con el fin de transferir resultados científicos y tecnológicos a los sistemas productivos y las políticas sociales.
